I have noticed that Chain Pulling takes place on many trains at their Originating Stations just when they are about to depart from their station. Does this take place because of passengers who need to take in their associates inside the train during the very last minute ?

Right, many passengers in India also don't cooperate with IR in keeping a train clean. Taali dono haatho se bajti hai :-)
Quite correct.But it is the psngrs who create the mess in the ist place.Then follows the rest of the chain reaction.The results are there to see.
