The reason I'm asking is that booking tatkal thru internet is unpredictable, and I have some of my friends who can book a paper ticket at Hyd for me for my next day travel from Bhopal to Hyderabad.

Haan bro,
The list of exceptional cases is not mentioned anywhere.
So,outright, one cannot say that tatkal duplicates would not be issued.
Anyways, if rule says that there is no issue of Duplicate tickets for tatkal, I would follow the same.
