Railway introduce many trains to facilitate passengers but many of them runs empty during non peak season. Does railway should operate these trains in peak seasons only? Railway takes block for works like track upgradation and other, these block can be taken during non peak, less trains season.

Yes on some routes where there are more options available, then the service which runs nearly empty during lean season can be cancelled.
Yeah, this will be very helpful specially for over saturated routes
