Maybe because of non rush hour or something it must be empty.
Some weeks ago I myself used it, it was quite full. Some people do avoid it due to restrictions on Pan Masala, Tobacco and stuff but it's used quite well.

Pic is taken at 4.30 pm is time pe toh rush start ho Jata hai. Haan paan masala gutka tabacoo ban is ka reason ho sakta hai😂😂
