Step motherly treatment on Kurnool by SCR

Railway board approval is required to start the work. Other than submitting the survey, there is nothing any zonal railway can do.
CAG report also mentioned that SCR is incurring loss of revenue by charging freight traffic between BPQ-GNT for the distance via KRNT (shorter route) and actually running them through the BZA-GNT-NDL route (longer by almost 200km) due to lack of capacity on the KRNT route, and recommended that the route be doubled. In the CAG report too it was mentioned that the survey was completed, but nothing else.

I have attached an initial report from 2012. You can see in Page 117 where they have listed the freight routes in SCR where the freights are being carried by the longer route, but are being charged for the shorter route. This report is about the rationalization of freight routes in IR, and talks about such cases in all the zones.
For SCR, 3 such problematic routes were identified. WL-BZA-NDL-GTL instead of WL-KCG-KRNT, WL-BZA-GNT-Miryalaguda instead of KZJ-Pagidipalli-Miryalaguda, and GY-RU-KPD instead of GY-DMM-KPD.

The zonal railways don't really have any influence over the RB. But the state government can lobby for it. But no politician in AP is fighting for such useful projects. And the BJP government too is now hell bent on winning over the people, so they are more worried about getting the credit for sanctioning projects. They will wait till elections to make any announcements.
That's partly the reason why SCR hastened the doubling/electrification of GNT-GTL section (which was given the go ahead earlier) as that route now carries most of the freight traffic that should ideally go through the KRNT route and that is readily visible to the RB.
