You should never judge a chain according to its buffer time. Chains are to be judged based on personal/other people's experience, performance of trains and some other factors.
Even in writing, the buffer time is 30 mins, it may so happen that the incoming train always arrives before time and hence there happens to be sufficient buffer time.
