but this is not fair...when i am travelling in a lower class for whatever reasons...i must be refunded the difference of the fare...especially considering the huge difference in fare between 1a and 2a...ye to sarasar naainsaafi hai...

The zonal HQ's keeps a record of the said interaction between the respective authority and the travelers. If the traveler happens to be give his consent for the said degradation, then the refund is not provided.
However, if the degradation happens without informing the traveler, may be due to inadequate berths, non-attachment of coaches and/or similar reasons then the refund is surely made.
