Is there a such thing that Double Decker trains cannot be allowed to run in ghats? Like Bhor ghat.

Due to excessive dust in the lower decks of the coaches. And also since the lower deck is at platform level or lower, having open windows is very dangerous to the passengers there. So they were discontinued.
Its not about good or bad work. The coaches need to satisfy a lot of constraints. Like distance between coach roof and OHE wires, clearance at bridges and tunnels, clearances from platforms and other track-side structures, curve radius and many other constraints.
While IR does provide the prescribed clearances as much as possible, there are always some lapses in the construction (due to a wide variety of reasons). The LHB DD coaches themselves infringe some of these constraints on some routes and were only allowed after rigorous safety trials.

i think, electrification is not issue,
there are other DD are running on electrified route.
