Why Kolkata metro is under Indian Railways and as a separate instead of PPP methods?
Only 1 phase of the Kolkata metro is under PPP,i.e under KMRCL.
Any views?

At the time when the switch over took place, the Govt wanted to fund its own money and pass its own plans without awaiting for the permission of the RB.

When the govt is in much needed of Lacs of crores, its pretty ambitious to fund for such a post.
At least, they could have handed over the complete project which they have done for rest of the metroes.
