azar bhai,because the pooled quota exhausted with the first passenger...as the train ws already running till 59gnwl,hence this ws sequentially awarded as pqwl60...it cud nt hv bn awarded as wl1,as it wd overlap wd gnwl1...this shd cnfrm for sure...
