With LHBfication, GEN coaches are severely hit. They are not decreasing the reserved coaches. So how about cutting out Pantry Car and adding one more GEN?
PC is needed when trains don't stop for a long distance.

for trains which stop at fairly shorter distances, people can buy from PF vendors.
Just see unreserved passengers, they don't get PC food, but they manage to buy food/water from PF vendors or just sundry vendors selling food wherever the train stops. They too travel travel for long distances.
Sometimes the GEN coach is so packed, they just manage to buy whoever sells near the accessible window, since they can't even get out of the coach.
Reserved passengers can get down and buy or if they can't, then buy from the food sellers who come near the window.
