In IR sanctioning of non bridge new routes are faster than bridge route getting sanctioned, one of the reasons might be the Bridge construction cost. For example survey for Gingera-Raichur, Bgk-Kud and Gdg-Wadi has completed almost same time. But first two got sanctioned easily because of no major bridges, later got sanction only after intervention of Ex-RM Kharge sir. This is my observations from most of the new routes sanctioned in IR so far, may not be true.
