Nope. Even the latest and greatest WAG9HC was only certified up to 100kmph by RDSO. The document is notoriously hard to link, but Google search for "WAG9HC speed certificate" without the quotes.

I agree, but luckily NWR Humsafars are mostly slack queens. Even with a fast link, they'd only arrive even more before time. As it is, it's common for 22985 to arrive everywhere till Ajmer as much as 20 minutes before time and then sit prettily waiting for the starter.
Irrespective of the traction type, any goods locos will "never" exceed 100 kmph.
