With Proposal of New YPR-MAQ train, less chances of UBL-MAQ via Shiradi Ghats, or they have to run in slot of 16515/75 & 16516/76 where one slot remains empty (Sat arrival at MAQ) & (Sun dep from MAQ). So it will be best if via MAO.
For time being, if they provide proper change connection at HAS(~30 mins) for Dwr-Mys-Dwr train with going to be introduced Ypr-Maq-Ypr triweekly will also work for this hour, for Ubl-Maq connection
One Mys-Nzm SJ weekly exp via Ask-Bay-Gdg-Sur will also be boon for this side travelers to both Delhi and Mysuru.
HMRDA was always just an excuse, not a constraint. The corporation has representatives from the Railways and the State government sitting in the board of directors, and the state/center/Railways are majority stake-holders. Getting approvals wasn't a problem of power, rather, it was choice.

Yes. But compared to Braganza, SBHR ghat was tough to maintain and operate train at night you had said. So Braganza should have more passenger trains, but UBL doesn't allow because of freight revenue. Worst division that is.
