Interesting. Per my understanding, locomotives were not allowed to exceed the speed listed on the certificates RDSO had issued for them. For diesel locomotives, I've seen that these limits are respected even on tracks that have a higher MPS and on trains where theoretically a higher speed of operation should be possible.

You can click here for a list of all speed certificates. Note that more recent ones supersede earlier certificates. Now I see that on Rajdhani routes locomotives are cleared for much higher speed but I don't see a WAP-4

Seems you haven't read the document properly. On the first line itself, it is mentioned "final maximum permissible speed of WAP-4 class of locomotive on tracks maintained to OTHER THAN C&M-I Vol-I standards". All 130 kmph tracks are considered under C&M-I Vol-I standards. (only NDLS-HWH via Gaya, NDLS-BPL, NDLS-LDH and NDLS-MMCT via kota as of now).

I didnt read that ..i just asked ..he told me all route ..then i rectified it ..
Also other routes are not allowed to go above 110 kmph so its useless for other ..
Btw in trials wap 1 did 128 kmph during inspection of high rise ohe btw dee - re amd i dont think that route is maintained to c&m 1 vol1 standards ..

In Indian Railways, factor of safety is always around 20%. That's why speed trials are always done at much higher speeds than permissible speed for regular operations. (ex. T18 and Gatimaan trials were done at 180 kmph, but both are restricted to 160 kmph only).
