In Karnataka alone, the railways have been launching a number of projects, including new line, gauge conversion, foot over bridges.

It would be better if the number of zones operating in Karnataka are streamlined. We have SWR, which covers approximately 60% of Karnataka. Balance are shared by SR (Mangalore), SCR (Bidar), KR (Mangalore outer to Karwar), CR (Kalaburgi) and of course the new entrant SCoR (Guntakal to Wadi). With this many zones, it becomes impossible to get intra state connectivity. Every zone would like to concentrate on their core areas and neglect Karnataka areas under them. Some streamlining and creating Mangalore and Kalaburgi division would be beneficial to the state.
Same discussion was held during last railway ministry and result of it Kalburagi Division got sanctioned under SWR, but so far no progress on it seems and for Mangaluru not enough pressure is being built by local representatives to take it under SWR, as a result we are still suffering for proper intrastate connectivity. Dream of Bidar-Mangaluru train will remain as it is.
I think Karnataka is the only state having six zones operating. For a Bidar Mangalore train, papers have to move from between Chennai to Vizag to Hyderabad to Hubli to Mumbai. 970 km train crossing six zones!!. May be a record of we succeed.
Because of this same reason, I believe in one state one zone, would work better policy wise
