We all want to see our railway stations as world class, neat, clean, hygienic, less crowded and safe stations. How many of you think that following steps should be followed for that-
1. Only the passengers should be allowed on PF and the relatives can only come till a common area before that.
2. People should not be allowed to sleep on the floor in Rly stations.

Heavy fine to be imposed on littering near station, tracks and PFs.
4. Only authorised vendors allowed inside stn.
5. Only one hand baggage allowed inside and rest to be kept in separately in luggage shaft in each coach(20-25 kg free limit).
I know it will be a matter of little pain for RFs but it will be for betterment of IR.

I understand the concern for senior citizens. We could have some e-rickshaw type facility on the PF to drop the senior citizens right till their berths.
As far as reduction of space is concerned (As pointed out by @a2z), if the space below the berths could be blocked from inside and used as a luggage shaft from outside then it'll work?

Luggage shaft (outside) is somewhat impractical as
* it is difficult to implement if we keep the position of berths the same .
* Provision of a proper outside shaft shall lead to lifting of lower berths to a higher elevation and as a result, the space between the tiers of the berths shall have to be reduced, much to inconvenience of paxs. esp of 3 tier coaches.

Opening of luggage shaft from outside means paxs cannot access their luggage during journey

Nope, there are many questions there.
1) Adding that luggage shaft would cost billions to Railway to entirely change the coach design.
2) Plus if the luggage is going to be loaded under the berth anyway, then why enclose that space?
3) Also who is going to take care of loading luggage?

Also also how is this luggage related rule going to help the railstations clean?
5) Instead of implementing this luggage related rule, another rule can be implemented where each and every luggage has to undergo a X-ray baggage scanner. I think that would be better approach for passenger safety.
6) And the final point I forgot to tell, if point 1 gets implemented the IR is going to loose a huge amount of money which they earn from platform ticket selling.

I have given a rough sketch. Further modifications would be needed. But the idea is that what will be required, keep in handbag. Minimum luggage onboard will help in reducing iconvinence caused to pax. Also the shafts will be properly sealed.
Alternative of this can be implemented in shatabdi/intercities which are of shorter length. One luggage coach can be put between 3-4 coaches for luggage.

Just as in airports, you have to pay some money to go till the security counters. After that only the passengers are allowed. Similar thing can be implemented here. Ticket would be needed to go till common area. After that only pax can go till the PF.
Over luggage in coaches causes huge inconvenience to pax.
Alternative of this can be implemented in shatabdi/intercities which are of shorter length. One luggage coach can be put between 3-4 coaches for luggage
