For your kind information i am an NRI presently in USA. So i am a broadminded thinking about entire zone rather than a only particular area. Management take decision on the basis of factsheet, if no one want to take ticket from there its again a failure for Bhagalpur.Management reverse decision on the basis strong factsheeet. crowd and n. of sold tickets both explains many things to railway board.
