Even before doubling completes electrification can take place if they know the proper alignment of the second line before the tracks are laid ohe work can be completed

Which is the other track located on the right side of the track where the loco is there. Is the bridge of triple line ?
Yes third bridge is being constructed . I think they will close the old bridge later when the third one is completed...
