Extension of Steel exp to Rourkella is not at all possible.....but yes a new train from ROURKELLA to SHALIMAR is required. Rourkella morning departure and Shalimar Afternoon departure.
I also suggest that HWH-CKP Pgr must be converted to Express also reduce some Halts and Extended to Rourkella but keep HWH-BKSC PGR as a pgr train and increase number of coaches to cater the rush. Change Terminal of HWH-BKSC pgr from HWH to SHM if required.

Tata-YPR ( 12889/12890) not possible as same time slot /path shared with HTE-YPR, Hatia-BNC, SBP-YPR special and HTE-ERS from ROU up till YPR/KPD respectively. Since ECR has asked for dedicated rake for DHN-Allp even CKP division should have asked for the same for Tata-Allp....a better co-ordination between two zones could have happened and put pressure

"Tata HWH train via PRR-ASN-DGR-BWN" will never be in reality. Who will travel from Tata to Howrah via this long route.....
If you want Tata to Barddhaman connectivity then Extend TATA-ASN Exp to Barddhaman via Durgapur. But your proposed train will never be in reality...
