The Indian Railways is likely to go with trains having both AC and non-AC coaches in Mumbai due to resistance from passengers towards higher ticket price....
AC coaches of the Fully ac suburban trains should be converted into many mixed (AC + nonAC) suburban trains, so that occupancy & patronage to the AC coaches is maximised and commuters can enjoy much higher frequency of AC suburban services.
This is the correct approach due to 2 reasons.
1. there is no scope of introducing new services during peak hours as per WR. if existing services are replaced by AC services, then it will lead to chaos as majority of second class pass holders will not upgrade to AC local pass.
2.During off peak hours AC services will run empty leading to revenue loss.
