The train Rake can easily get 4 more Coach, if required, without impacting PC.
Unlike Shatabdi, 3A/2A/1A dont have provision for mini Pantry in each coach, as the provision get utilized to manage Bedrolls.
The Pantry stuffs get collected at PC and then disbursed to each coach, hence PC required.

Tea been served before WADI. That i guess get loaded @ SUR & assembled @ PC.
Just to prepareBreakfast for First AC, IR isn't gonna add a PC, as if this would have been the situation, probably all Shatabdi/Tjas/Vande-Bharat would have get fixed with PC for 1AC!!
