IR is not taking any fare
The fare is collected by the state government of some states not every

Actually it was like that as per RB circular , Railways will issues tickets as per list by states and states will hand over them to migrants being transported and collecting fare from them and deposited to Railways... Now with criticism which has come out they have changed that Central Govt will give 85% & 15% will be born by State.

Fare was to be paid by state or collect from passenger if they want but some states refused to pay and then the problem arise

But at a same time you need to calm yourself
Even I agree the same what you pointed about..
It's a great thing that country population about 1.3 billion having cases less then 50,000 (as of now) whereas countries like USA, Russia, UK being less populated compared to India has higher amt of cases & death
