These are just proposals put forward in the IRTTC meeting. They become official only when the Railway board approves them.

many proposls in d irttc dont even have d sign of RB representative. so they can be deemd as mere proposals.

but here, what does the signature of the RB signatory signify ??
is it like discussed and no objection (as there are no remarks).. so i think it should be taken as In Principal Approval.

I believe it just indicates an acknowledgement that all concerned parties have discussed the proposal. It doesn't indicate approval or denial.
