IR is not an infrastructure company, its main function is running trains I.e. Rolling Stock. All kinds of Trains be it passengers carrying or Freight carrying all are Rolling stock only along with their production and maintenance. And to run these rolling stock the minimum infrastructure that is needed is platform, bridges, building, computers , controllers, etc ...and these all infrastructure are needed to run those rolling stocks properly. But in last few years it is getting converted to a Infrastructure company..... building Shopping Mall, Hotels in Station premises, Airport like station building, etc are not the work of Indian Railways. Railways has nothing to do with Hotels, Malls...
