if you book your tickets abt 1-2 months before journey, be it thru prs or irctc, you can opt for lower berth in the form and as so many berths are available, they allot the seats in lower berth. no problem in that. i have opted and got many times two lower berths in ord slpr, 3ac by booking throu irctc website, of course these were done well in advance, when there were more than 250+ seats available. i've tried upto 170 seats and had it. less than that i have not tried.

lower berths are kept for the sr citizens as the railway gives priority to sr citizens for alloting lower berths but these are not kept safe for them, while booking you can mention you choice @ prs to the booking clerk to allot lower berths wheather you are sr citizen or not

what the blogers have mentioned is partially correct. There is a difference between Lower Berth Quota and preference of berth. Most of the blogers are giving correct information about preference of the berth at the time of booking.Here you can give preference of your choice, the same will be entered and if avilable alloted from the general quota. any one can opt for this. But Lower Berth seats/berths are alloted only for passenger "male 60 yrs & above and female 45 yrs & above who travel alone"
