I had filled a TDR passenger not traveled !!

REGRET Dear Customer, With Reference to your PNR No:6509088894, we regret to inform you that refund is not admissible as informed by Railways through their letter no : CCR050512V02601/25.06.12/CR and the reason being : 14861-CR/OL12 As per chart, passenger has travelled In case you require any further assistance, please mail us at tdrprocess@irctc.co.in With regards, TDR TEAM

In such cases the TTE wont issue the no travel certificate too. Once my WL PNR got in to RAC (2 tier) and for the same leg, i had SL CNF tickts.So i opted to travel by SL and asked the TTE in 2 ac for "No travel Certificate'.But the TTE told me politely that in such scenario,the certificate wont be issued and they will report as passenger not joined. I confirm with TTE that my PNR was marked as passenger not joined. So i got my TDR approved without any hassles. This was possible because i was travelling in the same train :)
