Also,deboarding at Tech halts is officially not permitted, though people do so at their risk

How can it happen.There is change of loco pilots at some of the stations.Obviously loco pilots on duty will come at their own time as allotted to them for their duty.They will not come beforehand.So there will be fixed time of arrival of duronto at the technical halts even.

Locopilots, TTEs and guards should report the station 3 hours prior to departure
Arrival and departures Log sheets are maintained at loco pilot shed and hence they are usually aware of the arrival and departure of the trains.
