It is nice to see the charting time shown in the PNR prediction section. But how is this info gathered? Can we suggest the charting time based on our past experience? More info please..

I noticed many cases where the chart is still not prepared even after the suggested time has passed.
Ex: /pnr/post/482041(Attached the screen shot at 13:00)
So should reconsider the way the charting time is noted? Or should we change the < 12:23 to ~ 12:23 (~ represents 'Approximately')
This depends on the chart preparation behavior.. Suggestions?
