They have made railway line for their needs not to think there are 4000 people residing, let's give them connectivity to rest of India. As you are already mentioning they are looting our natural resources like fine wood, kattha for pan, etc.
But, now you have valid point that now connectivity is not sufficient and locals are suffering by that. They are forced to catch train from to go anywhere in India from Bareilly, DLI, etc.
