Ok ,but looking at coaches ,it looks water went inside surface and it has rusted( black marks are rust spots )
Since we are in fabrication work ,I can say confidently ,it happens where coast is near by .
They should apply high build PU paint and it will give better life .
Ofcourse ,maint is also issue as you have said
