This is due to non precise location by gps.
Actually train doesn't crosses 130kmph anytime

That's GPS error. Trains never exceed their MPS.

I can't say on the technology part. But yes when train goes on full throttle then gps shows speed on higher side. I also travelled on 02367 few days back but there gps was always 110 to 125.
