I suggest to supply only one tea pack in Satabdi services but with a better tea bag. I doubt any one take four times (2x2set of tea pack) bad tea in the journey span of 4-5 hours. Surely passengers will enjoy a cup of good tea rather than four times bad tea.
I agree with you. quality is more important. And I don't mind having less of tea and other food, as long as it is of good quality. Moreover, it will cost the railways the same amount of money, since they will have reduced the quantity.
I suggest the same for Rajdhani trains. Instead of coming with bad quality food/snacks every 3 hours, I will be satisfied with only lunch and dinner, but make it top quality.
