As per the existing rules : "Change of boarding station & change in name of E-Ticket passenger :-
For getting these facilities, customer can now approach the nearest Railway Reservation Office with ‘Electronic Reservation Slip’ print out and photo identity proof in original of one of the passenger traveling in the ticket at least 24 hours before the scheduled departure of train as per extant Railway rules."
However, in case of Tatkal tickets, time left is less than 24 hours in many cases.

Change in Name is not that easy.
If it is a typing mistake, minor mistake would be allowed.
If another passenger want to travel than he should be in blood relation of existing passenger. and to prove this you should get a certificate for a notary/gazetted officer
