I agree coaches are being manufactured to maintain the tag of world largest rolling stock maker,but why to neglect quality/safety parameters?
No need for private players , just look at maintenance given to premiere trains of NER ( GD , HS , SG , Tejas ) or even WR ( Ashram , Gujarat Mail) , I mean maintain them properly.
NR DLI Division is way too much involved in politics be it at officer level or Union level.

More than maintenance, it is the issue with quality of materials used.
Better circuit breaking equipment like fast acting fuse, proper siding of equipment (especially cables) for withstanding non-linear current in circuit, higher I^2 withstand capability for cables, and using flame retardant material is more helpful.
This is essentially a design problem, not maintenance problem and needs updating of design standards; private operator will operate based on guidelines worked out by regulator (government), not on selfless principles as the things I wrote above cost money to implement and unless pushed will never do....
