CLD-MATD Guage Conversion & New line for MATD-NAXAL as visible at IRI Atlas. Rangpo-Sivok (& then to Gangtok) is critical as we got direct confrontation to China from Sikkim not Bhutan!!

That's what I say...Sikkim connection is critical than Bhutan and both exist in tough terrain with high gradients. If IR has to choose to invest, then it should be Sikkim for military reason & to connect Indian State to Indian Routes.
Bhutan reason seems commercial to the limit of Ballast Import which has no link to Security or Indian Traveler benefit with high investment in foreign land!!
