"has approved in principle". It basically sets no timeframe for the upgradation and just lays the theoretical basis for it. It's possible we may see trains running at that speed in five years or maybe not in five decades. IR ran trains at this speed couple of decades ago and it was expected that such semi high speed trains will become the norm. But that didn't happen.
