Also because Railways is going for 160 kph speedup so non AC coaches will be removed slowly.
160kmph will be 3-5yrs down the line and will be for Rajdhani and premium trains and not all trains. As sleeper class recover only 60% of the operating cost and 3AC 100% or breakeven IR trying to reduce operational losses due to non AC and the same time through LHB they are trying to increase the speed of all trains to130kmph.
