Because every village needs to be connected by railways otherwise the poorest state in India or infact in the world will always remain poor ...😂
If judging by the rate they build new tracks, it'll take a way long time to build them. A decade later, when they are built; it'll operate for a decade or two then thrown into obscurity like many MG routes have been abandoned because of low passenger traffic.
