You DO realise people take up Jobs in Private Sector, internships, professional courses etc while preparing for their exams. 3 Years is a long time to be preparing solely for anything, they themselves would get rejected from the interview stages of the very jobs that they're "preparing" for since 3 years if they said the same to the interviewers.
You can blame government, health, family conditions, friends or whatever you want for 1 or max 2 years NOT for 3,...

if you've wasted 3 years because of this then that's totally on you.
The basic rule of preparing for any government exam is keeping an alternative aside, if they're not smart enough to do that then they clearly don't deserve the bright careers they're burning trains for.
Many of my Juniors are preparing for these exams and they ask me for office leave during these exams. Not everyone is sitting berozgar for 3 years in the name of exams, if they are then they are incredibly stupid.
