In your opinion why are Indian trains not as shiny and elegant looking as trains from Europe/ America/ Japan?

They pass through heavily polluted regions. Dhanbad / CIC region all trains NDLS-HWH route gets soiled due to coal dust .
To some extent, yes. But all the trains don't run through polluted areas I suppose.
