Completely agreed even i have raised this issue on verious platforms....
Audits also mention operating cost is directly proportional to the number of stoppages and overall journey time of a train. CAG clarified to diversify IR network only into fast and slow services, and avoid focusing on too much categorising of higher speed services. Trainset replacement of all intercity trains will drastically reduce cost and journey time.

Honestly IR system needs an overhaul. Express trains should only stop at tier 1 and tier 2 cities with some MEMU trains inbetween these stations. Meanwhile here IR is converting Passengers into express trains with no change in avg speed whatsoever.
