I think this ROR is planned to connect DL of Mainline with BKP RGD line... Without crossing at BKP
.
Yard plan of Karnauti also shows ROR (yellow) along with surface triangle

Kiul-Gaya-Patna shouldn't be made also.
We have only few passenger trains which have LR here, mostly Ranchi/Dhanbad to Patna
What's the use of bypass line for 4-5 trains and even bypassing Gaya is not a good idea considering a great footfall for Patna and Ranchi bound trains from Gaya.
