will it possible to provide a separate compartments without chairs and berths for waiting list passengers .Because sitting on the floor of sleeper compartment looks uncomfortable.

The Idea of the initiating blogger was to gain respect and an accommodation to the persons who had registered their intent to undertake the Journey but are unable so to undertake in view of the non-confirmation (even RAC).
Not a bad idea so far intent is concerned. Yet, practically – it is just impossible.

assure an (whether a substandard, though RAC is there) accommodation but just to make eligible to take a chance (and for that to maintain a QUEUE) against cancellations / vacancies / unused quota / leg margins and so.
With the issuance of a W/L status, IR does not assure for an accommodation and instead of it, warns that W/L ticket holders can not board the train. Hence, as per rule (commercialization of Railways and also on the humanitarian grounds, non E-ticket W/L holders are however unofficially allowed generally in SL/2S classes and quite often in A/C Classes including Rajdhanis, the costliest trains), W/L ticket holders are not considered by Railways eligible to undertake Journey.
Coming to the concept of a respectful accommodation to W/Listed passengers, out of a lot, few concerns are here:
1. W/L is not for the same number always. It may not be there on a day and may exceed 300-400 on another day. How many coaches to add?
2. How the area per passenger will be decided in such a seat-less coach (sq. Inches?) and as such will it mean capacity marking of such coaches?
3. If yes, what will happen to those passengers who are still in the list after the capacity exhausts? Will they still be out (making this exercise a waste)? Or, the Railways need to guarantee N number of coaches (just impossible for availability and rake handling)?
4. Will it not mean a de-respected allocation of accommodation while berth / chair was expected and one is made to sit there on the floor?
5. Is it really possible to sit on the floor and undertake a long journey (people are still doing so but that is not as per prescription of Railway and just for their necessity while in this exercise, we are expecting the Railways to prescribe)?
6. Will this option be exercised for the W/L passengers of AC classes too? If yes, what type of?
Not only in India, but worldwide, the resources are limited in all respect; let it be commutation, Communication, Power, Water, infrastructure or so and with this limitation, it is impossible for any body and everybody to be allowed for use at once own wish related to timing or quantum.
