It was planned to reduce SL coaches from 9 to 8 in the LHB PR of Goa express back in May 2022. So most probably these two pax will get new seats in coach S9 if rake remains ICF. IMO that's what this is most probably.

Chart prepared rake is ICF only. So this is not LHB but old data he must have Booked ticket when the PR came out for LHB conversion but before cancellation of the PR.
After charting now the pax got new new seats in coach S9 as I had predicted.
