As said in my point based on personal observations, spotted this not attaching HOG cables many times at MMCT during rains and recently at BRC last month when EKNR DDR was taking reversal and when WAP-7 was attached the train departed without HOG connection. When I asked the staff they themselves told that its risky to do this connection in rains.
