Yes. Your view is fully valid and bang on target. However Railway is planning to remove all Non AC coaches. They are making AC UR coaches also.
We have seen what happened whenever government bring any new law(even reformation of Army). So yes Government is not having guts. India is not a powerful country which can use military for controlling the mob.
