Instead of making DM the scapegoat , Teesta Torsha should be split up into Teesta & Torsha Exp for HDB & NOQ respectively.
The charm got decreased as the avg speed decreased they can reach HDB little early
But why should Passengers from Jalpaiguri town suffer?
Pre and post independence They used to get this legacy service. During pre independence the train used to run from Calcutta(Now Sealdah) to Siliguri via Hardinge bridge, parbatipur, haldibari and Jalpaiguri Town. After that before commission of Farakka barrge that used to run via Rajmahal maniharighat transporting passengers through steamer.
Then via katihar and kishangunj. Infact Bihar ka laddoo foota.

Problem is everyone wants Darjeeling mail named train that's all.
Easily teesta torsa separate trains 17 18 coaches for Haldibari & present new Alipurduar would have served the purpose.
As a result NJP lost 2 dedicated services to NOQ & HDB.

Padatik is now extensively serving entire North Bengal and providing them with SF service. One Superfast was always required for Alipurduar, CoochBehar. Now its serving Alipurduar, Cooch Behar, Jalpaiguri, Siliguri and onwards.
