Why on certain trains IRCTC is not levying any penalties despite ticket being cancelled under waitlist and providing full refund of the ticket fare? Example of train is: 12510 Ghy Smvb Exp

Ok. But i disagree. Railway firstly should stand on herself and should not be a burden on economy of country. Then after only Rail department should dream for serving all categories of peoples. Reducing sleeper coaches will increase the employment foe local bus, taxi air autos
