Basically trains which have halts at stations which generate low revenue will be removed

So let's say there's an express halting at stations departing from A via stations B C D to destination E

So...

if station B doesn't generate revenue between 16k to 22k, then the halt at B station will be removed
Same applies for all trains with this policy
